Yes. Singing is coordination between breath, larynx and ear, and coordination responds to practice like any other physical skill.
Kirkland families usually start children at six or so. Teenagers are taught with the voice change in mind, and adult beginners are common across the Eastside.

Kirkland puts its summer music on the waterfront. The Marina Park stage runs a Thursday evening concert series with Lake Washington directly behind it and the audience sitting on the grass. Indoors, the Kirkland Performance Center carries the season for the rest of the year, and the downtown galleries keep art at street level between Park Lane and the water. What comes before all of that is the weekly work, and SIRIUS Music School handles it with private voice lessons delivered online.
The Eastside is full of people who sang seriously before a career took over and would quite like the voice back. A weekly coach makes that realistic.
