Yes, and the town has an institution built on exactly that premise: the music academy at Southeast takes students from birth through the retirement years, at every level of ability. Nobody there is being screened for talent on the way in.
About seven, provided the lesson finishes while it is still enjoyable. Teenage voices are physically in flux and want somebody trained listening weekly, not a pause. Adults arrive at any age at all.
Breathing moves within a handful of sessions. A tone that stands up under pressure needs eight or ten months. Nothing ever stops improving, which is either daunting or precisely the appeal.
They do. What travels is exact listening one way and a model the other, and the line holds both without loss. It also removes the drive, which counts when the fog sits on the river.

Cape Girardeau sits on the Missouri bank of the Mississippi, about a hundred miles below St. Louis and a hundred and fifty above Memphis. Around forty-one thousand people live here, with eighty-four thousand in the county - whose seat, confusingly, is Jackson rather than Cape. Louis Lorimier put a trading post here in 1792 under a Spanish commission and the town was platted in 1806. Two hospitals, Procter and Gamble and the university are the largest employers between them. The floodwall went up in 1964 and has since been painted: the Mississippi River Tales mural, dedicated in July 2005, runs twenty-four panels and close to eighteen thousand square feet.
Because this is a rarity - a town of forty thousand with a proper community music school attached to a university. The Music Academy at Southeast Missouri State opened in 1985 with eighty students and now carries around two hundred and fifty, teaching everyone from birth through the retirement years, and voice is among the instruments it offers privately. Its Choral Union takes students and community members alike with no audition, Monday evenings. Above that sit the auditioned University Choir and the opera program, which stages a full production and a scenes program every year. Shivelbine's, a music shop run by the same family since 1949 and now in its third generation, teaches voice too. There is no standalone community chorus in town; the Choral Union has quietly become that.
A choir that takes everybody is a generous way in and a hard ceiling to get through. Nobody balancing forty voices can diagnose a tightening top or a vanishing breath, because that is not the task in front of them. It takes an hour with nothing else in it, and a plan written only once somebody has genuinely listened.
Breath gets dealt with first, and the rest of the instrument takes its instructions from it. Then pitch that stays true with nobody alongside to borrow from, a shift between registers that draws no attention to itself, and enough left at the close to sound like the person who began. Words and shaping are added last and are the part anybody remembers.
The academy up on the River Campus takes people from infancy to retirement; we work the same way, except that a person picks your teacher to suit the repertoire you are actually after. The opening hour is not invoiced. Say when, and change it when you need to.
It all turns on how honestly the connection reproduces your voice, so that is what got built first and the picture took the remainder. An onset landing under the note, a syllable late because the breath was - the teacher names both before the bar is out. Recordings and drills are waiting the next time you sit down.
The good local story is jazz and it runs through one band. Peg Meyer put the Melody Kings together here in 1919 with a teenager called Jess Stacy on piano, and they worked the riverboat Majestic out of this town until the pair took full-time jobs aboard her in 1921. Stacy - who was not born here but moved to Cape Girardeau in 1918 and learned piano in it - went on to Benny Goodman's band from 1935 and played the unplanned solo at the 1938 Carnegie Hall concert that is still the thing he is remembered for. Meyer came home, bought into Shivelbine's music shop, and was still its lead repair technician into the 1980s; the Heritage of Music mural on that building was painted in 1993 from a photograph of his predecessor's cornet band. Billy Swan was born here in May 1942, wrote Lover Please, and took I Can Help to number one on the Hot 100 in 1974. The municipal band traces to a twelve-man cornet outfit founded in 1900 and still plays free Wednesday concerts at the band shell in Capaha Park. Since 2007 the serious rooms have been on the River Campus, built on the grounds of a seminary founded in 1838: the Bedell hall seats nine hundred and fifty, and the recital hall - two hundred and five seats, converted from the seminary chapel and still carrying its stained glass - is where the academy's students play. One honest note: the town markets itself as a gateway to the Blues Highway, but the documented music history here is riverboat jazz, not blues.

Rotations at two hospitals, plant shifts and a university term that resets twice a year all make a standing appointment elsewhere fragile. An hour that begins where you already are has nothing in it to disrupt.

A river town that sent a teenage pianist from a riverboat band to Carnegie Hall can handle one more trained singer. Start a few streets back from the floodwall.
